Post of Bursar

The Bursar should be a committed, enthusiastic and energetic individual holding the vital responsibility and ensuring excellence in all financial matters of this unique university, which includes the smooth functioning of all projects and program budgeting requirements, internal and external monthly, quarterly and annual reporting requirements and management of subordinates staff to keep par with the mission of the University.

Qualifications & Experience:

(A)

(1) (a) Should possess a Membership of the Institute of Charted Accountants of Sri Lanka or its equivalent

AND

(b) Should possess at least six(06) years of experience in Accounting and or Auditing in an executive capacity after acquiring the qualification at 1 (a) above.

OR

(2) A holder of the Post of Deputy Accountant/Deputy Bursar/Deputy Internal Auditor who is confirmed in that post and possesses three (03) years of satisfactory service in that post with qualification at 1 (a) above. At least one (01) year out of the above (03) years of experience should be after acquiring the qualification at 1 (a) above.

OR

(3) A holder of the post of Senior Assistant Accountant/Senior Assistant Bursar/Senior Assistant Internal Auditor who is confirmed in that post and possesses ten (10) years of experience in accounting and or auditing in an executive capacity and at least eight (08) years of satisfactory service in the post of Senior Assistant Accountant/Senior Assistant Bursar/Senior Assistant Internal Auditor with qualification as at 1 (a) above. Three (03) years of such experience should be after acquiring the qualification at 1 (a) above.

OR

(4)A holder of the post of Deputy Accountant/ Deputy Bursar/Deputy Internal Auditor and confirmed in that post with Masters Degree in Accountancy/ Finance/ Management from a recognized University/HEI and possesses the intermediate qualification of the Institute of Chartered Accountants of Sri Lanka (ICASL) or its equivalent with not less than twelve (12) years of experience in accounting and or auditing in an executive capacity after successfully completion of the above intermediate examination. At least ten (10) years of such experience should be in the post of Senior Assistant Accountant/Senior Assistant Bursar/Senior Assistant Internal Auditor or above of the Commission or of a Higher Educational Institution.

OR

(5) A holder of the post of Deputy Accountant/ Deputy Bursar/ Deputy Internal Auditor in the university system who possesses three (03) years of satisfactory service in that post and confirmed in the post with a Degree from a recognized University/ HEI and the Intermediate qualification of the Institute of Chartered Accountants of Sri Lanka (ICASL) or its equivalent/ Higher National Diploma in Accountancy (HNDA) conducted by the Sri Lanka Institute of Advance Technological Education (SLIATE) or its predecessor, with not less than fourteen (14) years of experience in accounting and or auditing in an executive capacity after obtaining the above Intermediate Qualification/HNDA. At least five (05) years of such experience should be at the level of Deputy Accountant/ Deputy Bursar/ Deputy Internal Auditor and or Senior Assistant Accountant/ Senior Assistant Bursar/ Senior Assistant Internal Auditor in the grade of U-EX 2 (II) in the university system.

OR

(6) A holder of the post of Deputy Accountant/ Deputy Bursar/ Deputy Internal Auditor in the university system who possesses a Degree from a recognized University/ HEI or Intermediate qualification of the Institute of Charted Accountants of Sri Lanka (ICASl) or its equivalent or Higher National Diploma in Accountancy (HNDA) conduct by the Sri Lanka Institute of Advanced Technological Education (SLIATE) or its predecessor, with not less than eighteen (18) years of experience in Accounting or Auditing in the University system out of which at least three (03) years should be in the post of Deputy Accountant/ Deputy Bursar/ Deputy Internal Auditor in the University system and confirmed in that post.

Note: ‘Accounting and or Auditing’ experience means, experience gained in an executive capacity in Accounting and/ or Auditing in a State or Reputed Private Sector organization.

* Term “Management” means a Degree in Management/ Public Administration/ Business Administration with major component in Accounting and Fiance.

Age Limit: Not more than 45 yrs. this age limit will not be applicable to officers who are attached to Higher Educational or government sector institutions.

Benefits for the Holder of the Above Post

1. Salary Scale: Rs.49,945-5x1050;13x1310-72,225p.m. [U-EX3(II)] Applicable allowances also will be paid.
2. Excellent family residential facilities will be provided.
3. The holder of the above post will be eligible for Sabbatical Leave as per the regulations of the University Grants Commission.
4. Gratuity payment will be in accordance with the provisions of the payment of Gratuity Act. No.12 of 1983.
5. 10% and 7% of the salary by the employee and the employer respectively will be credited to University Provident fund and 8% of the salary will be credited to the Pension Find by the employer.
6. Transport will be provided from residence to workplace in accordance with the regulations of the University grants Commission.
7. Medical facilities will be available through the University Medical Center.

CONDITIONS OF SERVICE:

1. This Post is permanent. The appointment will be probation for a period of three (03) years.
2. Selected candidate, if presently serving in Government Departments will have to obtain their release through the Ministry of Public Administration. Government servants will not be entitled to maintain their pension rights whilst in the University Service.
3. Appointees to the permanent posts will become members of the Universities Pension Scheme.
4. Other conditions of appointment will be accordance with the provisions of the Universities Act No. 16 of 1978 and subsequent amendments and Ordinances, Regulations, Rules, etc., made thereunder.
5. Applicants from the University System/Governments/Departments/Corporations and Statutory Boards should apply through the Heads of their respective Institutions.
